With a regulator’s review team

Support for price reviews and expenditure assessments: I take responsibility for a workstream within the review – assessing a submission’s expenditure case, pricing and tariff analysis, drafting for publication – or provide a technical read on a specific question. Ten years at IPART, and assessment work for regulators since, mean the process, the models and the drafting standard are already familiar.

With a utility’s submission program

Support for businesses preparing a price submission or responding to a draft determination: I own a defined workstream – proposal strategy and narrative, the expenditure case, tariff structures and the form of control – and draft to lodgement standard, working alongside your regulatory, finance, engineering and legal teams. The aim is a submission that reads well from the regulator’s side of the table.

Discrete pieces

Scoped, stand-alone work. A pre-lodgement review: a regulator-side read of your case before the regulator sees it, covering which claims the evidence can carry, where the case overreaches, and what will be asked, while there is still time to change the document. Also second opinions, post-implementation reviews of past proposals, independent appraisal of business cases for major capital projects, and developer charges: methodology design, calculation and review for water, sewerage and stormwater.
